If you download 100GB per month and you are on 4Mb/s and you get put onto 10Mb/s you can still just download 100GB per month.. You will just do what you need to do quicker..
The issue is that when you go to 10Mb/s you might start downloading 150 or 200MB per month.. Then you will be screwing the network and congesting it
