In general, the 120's can't handle the 20 meg speed (I believe they *can* handle 20 meg, but not reliably thanks to a recent change that VM made in the setup of the network).
I'd say that VM need to replace the modem.

They are Docsis 1 and classed as only 12 meg capable, only Docsis 2 modems are classed as 20 meg capable on the Virgin network, so if you upgrade you are entitled to a new modem.
