sharing broadband with 5 other users

Hoy!

I have a wireless network with a wireless router, D-Link DIR 301 has been supplied, which is connected to cable modem supplied by the VM. The XL broadband network is used by 4 other users. It seems that when one user is downloading a file through http the wireless router or the cable modem somehow allocates all broadband to him, so other users seem to be unable to connect to Internet at all, or at really low speed.

Is there a way, to prevent this? Can I limit the speed somewhere on the wireless router?

Problem number 2:
The router reboots itself every 1 hour or so. I am yet unsure what is the reason for it, however it might be a P2P application. Any thoughts?
