Condoms were not laced with HIV, that was something which the local catholic church was found to be saying, along with latex having holes in it big enough to let HIV through to try and get people to abstain rather than use contraceptive.
For starters, as with most viruses, survival outside a biological entity is very short, so a condom with HIV on it would soon be inert.
If you did some proper research into such things you'd know this, ok so it would be less "exciting" than a conspiracy theory, but then, real life generally is less "exciting"
