At the end of the day some people are paying and receiving up to 10Mb and others are paying the same and getting up to 4Mb. There is no reason why everyone couldn't be upgraded at the same time to ensure everyone gets the same service for the £'s they pay |
Erm, you will find that most Infrastructure and Development projects/programmes eschew the "big bang" approach, as it is much riskier than a staged implementation.
