Your router has no way of knowing wether the IP is dynamic or static. That information is not passed from the DHCP server (the server that assigns IPs).

Assuming you are using a Cable Modem, then before you start the router setup, you need to unplug the cable modem from the mains, then plug it in again. The router should then pick up an IP from it.
