My HR concern is that everywhere else Ive worked the HR department would want to advertise and interview to ensure everything is ethical. There's no law that says they have to ... in the absence of any agreement they may have with a trade union representing any of their existing staff (which might, for example, require them to advertise posts internally before offering them outside), they can do what they want.

Be flattered, but don't forget, when you go back, it's still an interview situation, and they may bring someone else into the meeting who you didn't meet last time. So dress to impress and give it your all.
