Anyone work in HR? What do you make of this?

Advice and opinion time!
I went for an interview 3 weeks ago, and it went great! But I did not get the job as they thought I was to good for it which was quite nice in a strange sort of way and I was told they were hoping to create me a position as they had been impressed.

I heard nothing but now I have been invited to a meeting in a couple of weeks.

Now this is great but I just want some advice, ethically from a HR point of view can someone just be created a job and offered it at a meeting?
I guess im just curious and excited to see what the meetings about......but ive not heard of this being done before.

Any opinions of experiences of this? of guesses of what this could be about?
Hr professionals views?
