The traffic management can affect you for a maximum of 35 hours per week. That gives you a minimum of 133 hours where traffic management doesn't affect you. If it's all a waste of time, call up and tell them you're happy to stay on 4MB. I'm sure you'll be picking the phone up right after reading this post!
