you can rule out bad OS settings by temp booting a LiveCD such as slax if your PC has generic ethernet parts or a wireless card that doesnt need its cold boot firmware HD loaded at boot time usually.

slax has worked for me as a testing CD many a time, go get a copy ,burn it and boot it on your bad PC and see if it then works fine.

im not sure how you can rule out a not bad rj45 cable if you cant get it to work on another working PC though.

they are cheap Ã‚Â£5 or less for a very long 20 meter or there abouts in any small PC shop, so go get one or find one elswere off the friend or something, and test your suspect rj45 cable on someones working kit if you can.
