1. The netgear ds104 appears to be just a hub, not a broadband router. It can't be used for sharing VM cable.
2. The USR 8000 does appear to be a broadband router. When you say "i plug the modem in first slot" what do you mean? The router has five ethernet ports on the back - the modem must be plugged into the one labelled "WAN" (Pic of USR 8001)
Try the following -
Turn off (unplug) all PC's, USR router and modem.
Connect rj45 cable from modem to WAN port of router.
Connect rj45 cable from Port 1 of router to PC1, Port 2 to PC2.
Turn on modem and wait 30 secs.
Turn on router and wait 30 secs.
Turn on both PC's.
See whether the second PC can connect to the internet.
