Could be a number of things

Modem in the router could be duff or a the filter, try changing the filter and if you have one a different modem.

Could be a fault on the line or the exchange equipment, BT's helpdesk should be able to see that it's not syncing.

Could try asking them to test using TAMs if its available on his line (Switches the line though to some test equipment in the exchange) From that they should be able to tell if its a problem in the exchange or not.
