I'd say it's more likely to be the SCART cable than the socket itself.

As has been mentioned, SCART can carry a number of different signals. But not all SCART leads are fully wired, and only carry one type of signal. These are usually identifiable by the fact that not all pins are present.

I've heard that the DVD/VCR (lower) socket on the V+ only outputs a composite signal - so if you have a SCART cable wired only for RGB or S-Video, chances are it will not work.

For maximimum compatibility, make sure your SCART cable is fully wired.
