It depends if your UBR is over subscribed. think of yourself as living in a little village where some that share your pipe are out window shopping and drinking tea at their friends houses. think of the others on another UBR all wanting to watch Britney Spears lookalikes on youtube all at once. too many people wanting to use the service at once, can't cope, over sold, upgrade needed, no money.
