I'm not disputing that. Paul is asking what he bases the conclusion that some don't get 20Mb even with STM which was introduced to improve the speeds at peak times by cutting the bandwidth to the 5% of heavy downloaders. the conclusion is the posts on this forum, that forum, the other forum, and the VM support and discussion groups.
