Bit of help with cooling/psu

Friend is having trouble keeping his pc cool and also he says one of the fans is very noisy, he thinks its a the PSU, he has to keep the side of to keep the machine cool, defiantly not good.

I believe the spec to be around..
AMD Athlon 64processor 3800+, 1GB RAM, NVIDIA GeForce 7900 GS, I believe it to be a socket 939 cpu

I've uploaded the Picture he sent me, from the looks of it I'd say that the CPU heatsink is some generic piece of junk, and that the PSU is much the same.

Now my previous socket 939 system I used a artec cooling freezer 64 pro which is a great heatsink IMO but it is rather large and not sure it would be appropriate this this case.

I'm thinking perhaps also changing the case fans although without seeing a shot of the rear case fan i'm unsure if a 120mm fan would fit there (would be quieter, and shift as much if not more air)

As for the PSU i'm not sure what to recommend these-days Its seldom I actually buy a new PSU and the last one I bought was a hiper type R after reading good reviews at the time (i haven't joined the Hiper explosives club just yet )
I don't think he will want to spend a fortune on it but I suspect that it could use replacing with something half decent and the fact the fan is very loud makes me wander if its running a tad warm (possibly close to its max loading)

I've not actually seen this pc apart from the photo so I cannot gauge its current noise levels myself.
