I'd power off everything, modem, router, PC(s), Xbox. Now power on just the modem, let settle, router, let settle, PC. Leave the xbox off for now.
What is the IP being issued to the computer - should be something like 192.168.x.x The router's LAN IP range should be similar. If you go to the router's admin panel, you should be able to see in it's status that it gets a completely different IP for the WAN (internet) side. Whilst in that admin panel, check that the router is configured to issue IPs (DHCP is on). Can you browse the internet with this setup from that connected PC?
Only once you are really happy with the above all working OK, should the xbox be booted. When you check it, it should get a different 192.168.x.x address. If it doesn't then the IP has been programmed into the setup of the xbox. You'll need to check it's settings properly.
