As I say, it doesn't last that long, a second or two, but that would be enough for the speedtest.net servers, as it's a very quick test. Too quick, as it turns out.

Browser speeds are inaccurate especially at start of file downloads and on small files. I have seen some ftp clients like ftprush that report speed badly. Its physically impossible for a line to burst higher then its capacity.
