Any electrical heater shouldn't be covered. That's when there are real risks of them overheating.
Fan heaters tend not to be that effective, lkie any air circulation based system as all they do is heat the air. You really need something that is running for longer periods, albeit at lower temperature so they can warm the structure.

I agree that fan heaters are ok for a quick heat up, but they are expensive for a long term solution.
The alternatives are radiator type, or convector type - in my opinion a cold corner will benefit from a radiator, but the whole room will prefer a convector, such as the panels super has linked to....
