"The linksys router (which i have set to 192.168.1.1) is set up to detect the modem through DHCP, and the "DHCP server" setting has been turned on. When i plug a cable in to the router and set it to detect ip settings, i can surf the internet fine, it assigns me an 82.x.x.x ip address."

Now unless I am misunderstanding what you mean, this is very strange indeed.
Your PC behind the router should be given a local IP by the DHCP server.
If you do ipconfig on that connected machine is that the IP that is shown?
What is shown as default gateway?
