Yes, that's the widest aparture the camera can achieve. The lower the f number the more light can get through to the sensor and the smaller the depth of field is. Try an experiment, pick an object about 5 meters away with other well defined stuff in front and behind it. Take an image at all available f stops and see if you can see the depth of field changing.
