The guy in your story was right to be arrested for d&d, the fact he was smoking in this case is irrelevant, alcohol was the culprit.

That's why the prisons are overflowing then, mainly with debtors who really shouldn't be there and OAP's protesting about the lack of help with council tax bills etc etc etc and now with possibly someone who has been caught smoking a fag! Lock em up and throw the key away?
