Whilst agreeing that the CSA is a clusterfrack of enormous proportions, it is a little unfair to blame Thatcher (easy target though she may be) for it - the CSA was founded in 1993, while the Child Support Act was passed in 1991.
MT left Downing Street in November 1990.
