It was simply designed to avoid the scenes on a friday/saturday night when everyone gets let loose into the streets at the same time fueled by drink. All the violence as you mentioned. It could have also been seen as a way to make people stagger their drinking since they no longer have a deadline of 11pm to get their drinks down.

Besides all of which, 11pm is a stupid time to stop serving drinks
Well I don't know about you but I never stop serving drinks at 11pm
