Well whether or not it's a success depends on what the real aim was doesn't it. If the main goal was to reduce tensions and friction amongst the puiblic at closing time by staggering hours then it may well have worked. If the aim was to make younger people more relaxed about alcohol and thereby reduce the sort of binge drinking which is becoming almost endemic amongst certain sections of society then I'm not sure it's worked at all.
