the cgi can affect all sites on the server because it is a virtual server, all the sites are on the same machine using the same variables and configuration, thats why when people want custom dll files etc on their site or an updated version of PHP for example, it has to be tested because it affects all the other sites on the server, a poorly designed cgi script using 90% system resources would slow the entire server down which would affect all sites
