Ok, I see where you're coming from. Look at it this way though: you need to jump though a few hoops to get the passport, but others will be impressed by your hoop jumping ability. If you get the passport it will be a lot easier to prove your identity.
Also, you say when you 'just' need to open a bank account. Bank accounts can be misused in many ways. So it kind of makes sense they want to make sure who they're dealing with?
