If so I have taken a look at your modem and its connectivity to the uBR and it appears to be fine at the moment,

In regard to your "mass of packets" at the moment the connection is doing nothing, I have also checked the upstream SNR (somthing that can only be checked from the uBR) this too is fine, there are no dropped packets between you and the uBR and response times with pings up to the MTU (excluding overheads) are also fine :

I would suggest you try disabling the antivirus and try a different cat5 cable between the modem and PC... The above also shows that you are provisioned correctly.

The local area does however suffer from bandwidth issues however the levels would not cause the severety of issues you are seeing.
