Doubtful.
Not everyone who has a V+ has a HD Ready TV. IMO, the number of V+ owners who
do enjoy HD content is probably not large enough for OFCOM to launch an investigation.
BTW, BBC HD Trial has been extended to November.

Makes you wish that VM won the footy rights to Near-live Premiership highlights on VOD - that content was won by BT Vision. Doing that on VM's VOD network (in HD??) would have been very nice. Ho-Hum.
