Just had chance to go back and check things out, problem identified.

The bedroom telephone extension cable had been cut, so despite it looking as if it was connected in fact it wasn't.

The neighbour did say that she had a dial tone on the bedroom phone but that was on a cordless phone, the base unit was connected to the main BT socket.

Hopefully all will go well once I get a new phone extension cable.
