... or if what they are doing is not sales, or covered by the Act which created TPS.

it helps to stop the bulk of calls, but some calls can still be made to TPS numbers - for example, if you opted in to a list by (not) ticking a box saying they could(n't) contact you, or if the company is not doing sales (eg market researchers) though occasionally out of goodwill they will screen and say that you have expressed a preference not to be called and not call you but there's no obligation.
