To get CLI to work in these areas would require a brand new exchange to be purchased and installed, which would not make financial sense with VoIP exchanges coming very soon.

I have no idea what a VoIP exchange is
but does that mean that when VM have those that Caller ID will then be available nationwide or are some areas never going to be enabled.
