Actually they aren't allowed to say they are interested in buying players, they have to contact the club and if the owning club say they don't want to sell that should be the end of it but of course as Spurs and Bayern have found it never quite seems to be the end of it though, you might see nothing wrong with it but footballs governing bodies certainly do and if what you describe ever came out they'd be in big trouble
