After a bit more channel hopping, I found that with my laptop I get a consistent 6mb, while with the computer upstairs with the better wifi card, I can get 8-10mb depending on interference. So for the upstairs pc at least, it's definately the amount of AP's in the vicinity, which is fine as it means I don't have to replace my hardware! For the laptop I would imagine its just the constraints of the built in wifi chip but again the other AP's could be causing limitation as well.
I wish for this upcoming 802.11N standard, they would have changed the frequency that they work on as clearly 2.5ghz is getting saturated in my area!

well there is 802.11a that works on 5ghz but that would be a lot of new kit, also don't see many 802.11a routers in the UK, and i think the US ones use channels that aren't allowed to be used in the UK without a licence.
