Virgin (not ntl) do not offer a guaranteed 10meg, anyone who tells you that is mis-informed. The difference is that if everything is working as it should you can get 10meg no matter how far you are from the 'exchange' - with ADSL you can never get the full speed if you are too far away.

In you case I would report a fault, you should be getting much better speeds than you are.
