Good advice from AbyssUnderground, they are notoriously lax in applying speed upgrades.
Also, how is the PC connected, USB or Ethernet? If USB, switch to Ethernet. See many previous posts on this subject.
Lastly, how are you checking the speed? I find the most reliable is at
www.speedtest.net.
