I'm not too sure about the Ex-NTL side of things but it is available if you buy it through Ex-TW as a telephony product.

If you call 0800 953 1800 (Ex-TW Business CS) and ask them they will be able to put you through to the sales team who should be able to give you a definite yes or no.

I guess the two companies websites have been merged before their product portfolios.

BTW: your area should not make a difference as ISDN requires a BT line and cannot be run across an NTL:TW line
