Re: Anyone know any contacts for high level complaints

Contact your local council environment section and tell them it's a health and safety issue, if a window breaks there will be flying glass, and if the cables loosen further there may be falling debris.

That should do it.

Then report them to the Health and Safety Executive, they have zero tolerance to this kind of stuff.
