I would try again if I was you, you should be able to get the deal whether you're a new customer or an existing customer.
I did this about a year ago now. I was paying for my services separately but then why I noticed ntls value packs I told them I would like to move to that instead. The next month I was saving about £20 quid on my bill but I had the same services. I thought it was great!
It's up to you at the end of the day but maybe you will get someone better on the phone if you ring up again. Good luck..... keep us posted....
