Wouldn't it be quicker to just create the folder on your desktop, then right-click & drag it to where you want it on the Start Menu, then let go of the RMB & choose Move Here from the menu that appears?

I have a
little app that sits in my system tray that can do that, both shutdown & a forced shutdown [actually, I prefer restart, as I hardly ever shut my machine off], not that I have to use the Force option very often - hardly ever actually.
