384kbps is fairly standard for adequate video conferencing, albeit you can get away with down to 128kbps, but it's not pleasant

For anything resembling VHS quality you'll be talking more like 1Mbps

Doing this on a 20:1 contended line is also risky - it may work (I have done this from a remote office in Yorkshire with no neighbours to use the contention) but you're at the mercy of the contention.

Most normal equipment does not support 3 way calling out of the box, and you'd probably have bandwidth issues anyway. You'll need a bridging service to do this.
I've always used Polycom equipment, and then used the bridging service of my current ISP at the time.
