option 3 has now gone unlmited however also they've introduced traffic shaping at peak times.

If the exchange VP status is red it means the pipes out are congested and they are even more likely to shape p2p traffic.

Peak time evenings 6pm - midnight you will find bittorent hevily throttled (around 20kb/s), after midnight you'll probbaly find it suddenly shoots up.
