Cool Router and Network Security

I have a Linksys Router rigged up to my Desktop PC, the Laptop i use downstairs and Broadband works ok.

I stumbled on the Network on the laptop and it showed 2 Wireless networks, one must be of a neigbour and that one was secure. Mine isnt, and i dont know how to make it secure.

Also since getting the router i have not been able to goto DC++ and download my Music. It wont connect me to the channels, well it does connect me to the channels as far as i can see, but when i do a search it comes up with zippo, very odd indeed. Wasnt like this pre router.

Also one last thing. If the network isnt secure, can people next door or downastairs access whats on my Desktop PC, as in files etc? If so how?

Sorry if these are silly Questions but i dont know jack about wireless networks.
