And did the following
Start -> Run
Type in "mmc" and press enter
Add the snap in called "Companant Services", browse down all the different keys, a box should pop up on one of those objects saying something about "key was not found in the registry would you like to add it" then just click "add"
this as far as I know solved the problem. (the client has not complained since)

To access Launch and Activation Permissions, run dcomcnfg -> Component Services -> Computers -> Right Click My Computer -> Properties -> COM Security tab.
