Your just getting you bits and bytes mixed up thats all.
Transmission of data is normally quoted in bits per second hence you have a 512k (bits) upload speed. You are streaming at 300k which again is measured in bits.
Storage/downloading is normally quoted in bytes (8 bits = 1 byte).
When you upload utorrent measures this in bytes, so 50-60 k (bytes) is quite acceptable.
