No voicemail

My voicemail has allegedly been activated. When I dial 1571 I'm told that I have no new messages. But when no-one answers the phone at home, there's no voicemail message. I've tried letting it ring for up to 5 minutes. No fewer than 4 customer services reps have told me it's activated, but it clearly isn't properly. What next?
