Simple answer is no. To get cable service, you have to be connected to the cable network. That requires you to be in an area where the cable physically can attach to the property.
The internet does allow you to connect remotely to varios services that are hosted in aother countires, such as email servers, but that still requires you to have a local Internet Service Provider.
