With my 4Mb connection, I've found 35KB to be about right for the upload limit in Azureus.

I'm in 2 minds on that issue. On the 1 hand, whilst [apparently] some parts of the NTL network can handle 10Mb, from the number of complaints posted it's obvious they're not ready to provide 10Mb everywhere - & them saying "it's
up to 10Mb" is just plain dishonest in my book. They sell the service knowing damn well that people who are paying for it will be doing so because they are wanting an actual 10Mb service, & at the same time knowing that in some areas people paying for 10Mb will have a slower service than I do on 4Mb.
On the other hand, if/when the upgrade happens [2 -> 4/5, 4 -> 10, etc] I should be able to drop from 10Mb back to 4Mb & save a bit of money.

I understand the point you make about marketing, but another idea NTL could try [& perhaps Bill or someone could drop a word in the appropriate ear?

] is instead of "oh look at the nice big numbers on our advert, they're bigger than those of the competition. :handwave: you do not need to read the fine print", they could try offering lower speed, more reliable [read: actual speeds, instead of "up to"] connections.
