.net is a bit overkill for simple HTML pages. Although if you wanted to get advanced ASP.net is AWESOME! I prefere PHP due to the fact I can get cheaper servers and install the client on my mac.

I would recommend a simple text editor that has a uploader and syntax highlighting.
