Update:- Phoned BT Wholesale who said there was still an NOU on my line, and until such times that it is removed i.e when the cease order has been actioned, there is no point in instructing a new ISP. I asked how I was meant to do this when I had no internet, but they gave no satisfactory answer.
Local library? Friends house?
